With the vast majority of serums, no. You apply after cleansing and then let the serum soak into the skin. Like a moisturizer, it is meant to deliver nourishment to the skin and is perfect for layering underneath other products and makeup. Washing off serums is not necessary and will dull their benefits.
There are some serum cleansers that you wash off, but these are better classified as cleansers than pure serums. Additionally, serums penetrate the skin deeply, so completely removing them from the skin is difficult to do anyway. After cleansing, your products are all meant to stay on the skin.
